Ingredients
2 cups rolled oats
1 cup all-purpose flour
1 cup brown sugar
½ cup butter, melted
⅓ cup unsweetened cocoa powder
2 eggs
1 tsp vanilla extract
1 can (14 oz) sweetened condensed milk
1½ cups semi-sweet chocolate chips
Instructions
Preheat oven to 350°F (175°C) and grease an 8×8 baking dish.
In a large bowl, mix oats, flour, cocoa powder, and brown sugar.
Stir in melted butter, eggs, and vanilla until just combined.
Press half the mixture into the pan and bake for 10 minutes.
In a saucepan, melt condensed milk and chocolate chips until smooth.
Spread fudge over baked layer.
Top with remaining oat mixture and press gently.
Bake for another 15–18 minutes until golden.
Cool fully before cutting into squares.
Notes
For dairy-free: Use plant-based butter and coconut condensed milk.
Optional: Add chopped nuts or dried cranberries to the fudge layer.
Slight underbaking keeps the center extra fudgy.
